Vehicle Scrappage Policy in India: What It Means If You're Buying an Older Used Truck
Commercial vehicles in India face a mandatory fitness test at 15 years from their original registration date, under the government's Vehicle Scrappage Policy. If the vehicle fails, it must be scrapped at a Registered Vehicle Scrapping Facility. If you're buying a used commercial vehicle that's approaching or past this threshold, the fitness test outcome, not just the price, should be part of your decision.
The 15-Year Rule for Commercial Vehicles
India's Vehicle Scrappage Policy, announced in 2021 as the Voluntary Vehicle Fleet Modernization Programme, sets a 15-year mandatory fitness test trigger for commercial and transport vehicles nationwide, uniform across states, unlike the private vehicle threshold (20 years) which has some state-level variation.
The critical detail buyers often miss: the 15-year clock starts from the original registration date on the RC, not the model year on paper. A truck manufactured in late 2010 but registered in early 2011 is treated as a 2011 vehicle for scrappage purposes, it will hit its 15-year mark in 2026, not 2025.
What Happens at the Fitness Test
Once a commercial vehicle crosses 15 years, it must be presented at an Automated Testing Station (ATS) for a fitness assessment covering mechanical condition, structural safety, and emission compliance. This is related to, but distinct from, routine fitness certificate renewals on a 1 to 2 year cycle; see our fitness certificate renewal guide for that process (/blog/commercial-vehicle-fitness-certificate-renewal-india-cost-agents).
- Pass: the vehicle can continue operating, though subsequent renewals typically come at higher fees and shorter validity windows than younger vehicles.
- Fail: the vehicle is declared end-of-life. Registration is cancelled, and it must go to a Registered Vehicle Scrapping Facility (RVSF) for legal dismantling.
This isn't optional paperwork, an unfit vehicle that fails this test cannot be legally kept on the road regardless of what the owner or a buyer might prefer.
The Financial Incentives for Scrapping
If a vehicle is scrapped at an RVSF, the owner receives a Certificate of Deposit (CoD), which unlocks real financial benefits on a replacement vehicle purchase:
- Up to 25% road tax rebate on a new vehicle (the exact percentage varies by state, some states offer the full 25%, others are still finalizing their structures)
- Waiver of registration fees on the new vehicle
- An approximate 5% discount from some OEMs on the new vehicle's ex-showroom price
The CoD is portable across India, so it can be used toward a new vehicle purchase in a different state from where the old one was scrapped.
Why This Matters Before You Buy, Not After
If you're evaluating a used commercial vehicle that's 12 to 14 years old, it's approaching this threshold fast, and a vehicle that fails its fitness test shortly after you buy it becomes a legal and financial problem, not just a maintenance one. This is a fundamentally different risk than normal wear and tear: a failed fitness test isn't something a mechanic can necessarily fix. It can mean the vehicle's operating life is over, regardless of how much you paid for it.
This is exactly why vehicle age, measured from actual registration date, not "how old it looks", deserves the same due-diligence attention as odometer readings and service history. Add it to the checks in our 10-point used commercial vehicle buying checklist (/blog/used-commercial-vehicle-buying-10-point-checklist), and plan RC transfer carefully (/blog/transfer-ownership-used-commercial-vehicle-india-forms-noc-timeline).
How to Check a Vehicle's Real Age Before Buying
- Confirm the original registration date on the RC directly, don't estimate from the model year
- If the vehicle is within 2 to 3 years of the 15-year threshold, factor in that its remaining usable life may be shorter than the seller's asking price assumes
- Ask specifically whether the vehicle has already undergone a fitness test if it's past 15 years, and ask to see the result
