National Permit vs State Permit for Commercial Vehicles in India
A National Permit is required if your commercial vehicle operates across state lines, while a State Permit covers operation within a single state only. A National Permit costs approximately ₹22,000–25,000 at issuance (varies by home state) and covers a minimum of 3 states beyond your home state. Both permit types are typically valid for 5 years from issue or renewal. Renewal applications should be submitted at least 15 days before expiry — miss that window and a late fee of ₹20 per day applies until you pay.
The Core Difference: National Permit vs State Permit
- National Permit — required for goods or passenger vehicles operating across multiple states. Issued by the RTO of the vehicle's home state, valid for interstate movement once granted
- State Permit — covers a vehicle operating only within its registered state. If your routes never cross a state border, this is the relevant permit
Getting this wrong matters operationally: a vehicle running interstate routes on only a State Permit is out of compliance the moment it crosses a border — regardless of how routine that crossing has become for your business.
How Long Do Permits Last?
Permits (other than temporary permits) are valid for 5 years from the date of issuance or renewal under Section 87 and 88 of the Motor Vehicles Act. Temporary permits for short-term or specific-purpose trips are priced differently — around ₹20 per day.
What You Need Before You Can Get Either
- Valid vehicle insurance registered against the chassis number
- Valid fitness certificate (FC)
- Current PUC (Pollution Under Control) certificate
- Structural and safety compliance as verified by the RTO
Note the dependency: you cannot get or renew a permit without a valid fitness certificate already in place — which is why FC renewal and permit renewal should be tracked together, not as separate calendar reminders.
The Renewal Process and Timeline
- Submit the Permit Renewal Application (PRA) at your RTO — ideally at least 15 days before expiry
- Pay the renewal fee (same amount as original issuance for that permit type)
- Complete insurance verification, document upload, and fee payment on the Parivahan portal where your state supports it
- Attend RTO verification if required for final approval
National Permit vs State Permit: Cost Comparison
- National Permit: approximately ₹22,000–25,000 at issuance (varies by home state). Covers minimum 3 states beyond home state; additional states incur extra per-state charges
- State Permit: varies by vehicle class and state — Maharashtra state permit often falls in the ₹1,500–2,500 range for many goods vehicles
- Renewal fee: generally the same as original issuance fee for that permit type
- Late renewal penalty: ₹20 per day until the renewal fee is paid if you miss the pre-expiry application window
What Happens If You're Late
A late fee of ₹20 per day applies to National and Interstate Permits until the renewal fee is paid. Over several weeks, that adds up on top of the compliance risk of operating with a lapsed permit — vehicles can be detained, and clients may not pay for trips run out of compliance.
