How to Check Pending Challans on a Used Truck Before You Buy
Every used truck's challan history can be checked for free at echallan.parivahan.gov.in using just the vehicle's registration number: no login, no fee, and it takes under a minute. A pending challan does not legally stop a private sale from happening, but it stays tied to the vehicle's registration number, not the previous owner, which means it can follow the vehicle into your ownership and complicate your paperwork afterward.
Why This Matters More Than It Used To
As covered in our overloading rules update (/blog/truck-overloading-rules-india-2026-fastag-penalties), traffic violations, including overloading incidents, are now automatically and permanently recorded in VAHAN, India's central vehicle database. A violation history on a vehicle no longer simply fades once a fine is paid. It becomes part of that specific vehicle's permanent compliance record, and it can affect future insurance renewals, permit applications, and fitness certificate processing for whoever owns the vehicle at the time, not necessarily whoever was driving when the violation occurred.
The Official Way to Check: Free, No Login Required
- Visit echallan.parivahan.gov.in, the official government portal maintained by the Ministry of Road Transport and Highways.
- Select the option to check by vehicle number.
- Enter the registration number and the last five digits of the chassis number (or the requested verification detail).
- The portal displays both pending and already-settled challans, with date, location, violation type, and fine amount.
This covers digitally issued challans: camera-detected violations, FASTag-linked toll penalties, and police handheld device entries that have been uploaded to the national system.
What the Portal Won't Show You
Some older or manually issued challans, particularly in high-traffic cities, may not yet appear on the national portal even though they are genuinely outstanding. For vehicles that have primarily operated in one city, it is worth also checking that city's specific traffic police portal. Mumbai Traffic Police, Delhi Traffic Police, and similar city-level systems maintain their own records that do not always sync immediately with the national database.
The Post-Transfer Timing Gap
After an RC ownership transfer is completed, it can take 15 to 30 days for VAHAN's records to fully update. During this window, challans that technically belong to the period before your purchase can sometimes appear as if they are associated with your name as the new registered owner. This is not a reason to panic, but it is a reason to keep your sale documentation (transfer date, seller details) easily accessible for a few weeks after any purchase, in case you need to clarify the timeline. The transfer process itself is covered in our ownership transfer guide (/blog/transfer-ownership-used-commercial-vehicle-india-forms-noc-timeline).
What to Do If You Find Pending Challans
- Note the total amount before you finalize any price negotiation.
- Ask the seller to clear them before the sale, or explicitly deduct the full challan amount from your offer. Do not assume it will be handled informally afterward.
- Get this in writing as part of the sale agreement if the seller commits to clearing them post-sale, rather than relying on a verbal promise.
- Recheck the portal after the agreed clearance date to confirm it was actually done before you complete the ownership transfer.
Add this check to the 10-point used commercial vehicle buying checklist (/blog/used-commercial-vehicle-buying-10-point-checklist). A pending challan is a solvable problem if caught before you buy. It becomes a genuinely frustrating one if discovered only after the vehicle and the paperwork are both already in your name.
